If you adjust your ad's creative (image and text), it can take up to 45 minutes for the new ad to be approved and start delivering again.

If you've changed your bid, the ad system will recognise the bid change 15 to 20 minutes after you change your bid amount. Whether or not you see a change in delivery will depend on the competitiveness of your new bid against your target audience.

Note: The data that you see in your Ads Manager is also delayed.
