Safeguarding the emotional and physical well-being of minors is a priority for YouTube. A minor is defined as a person under the legal age of majority; usually anyone younger than 18 years old in most countries. 

Report inappropriate content

We rely on YouTube community members to report content that they find inappropriate. If you come across content that you believe violates any of our policies mentioned below, please let us know. Reporting content is anonymous; other users won’t know who made the report. Learn more.

Child endangerment policy 

Sexualization of Minors
We strictly prohibit sexually explicit content featuring minors and content that sexually exploits minors. Uploading, commenting, or engaging in activity that sexualizes minors may result in the content being removed and the account may be terminated. 
In cases where a video contains child sexual abuse imagery, our team reports it to the National Center for Missing and Exploited Children, who work with global law enforcement agencies.
Harmful or dangerous acts involving minors
We take seriously any harmful or dangerous content that involves minors. If your content shows a minor participating in a harmful or dangerous activity, we may remove it and apply a strike to your account. In the interest of protecting minors from viewing or imitating certain risky activities, we may age-restrict content containing adults participating in activities that have a high risk of injury or death.
Reporting child endangerment
If you believe that a child is in imminent danger, you should reach out to your local law enforcement agency to report the situation immediately.

If you see content that you think is depicting a child in danger, you can: 
  • Flag the video: Report videos that contain sexually inappropriate content involving minors by flagging the video for ‘Child Abuse’.
  • File an abuse report: If you have found multiple videos, comments, or a user’s entire account that you wish to report, please visit our reporting tool, where you will be able to submit a more detailed complaint.
If we believe a child is in danger based on content that has been reported to us, we’ll assist with investigations into the content by law enforcement.

Adult themes in family content

YouTube is home to videos that are intended to educate and entertain families. Videos that are made to appear as family content but contain adult themes will likely be age-restricted so that only people over 18 can view the content. Videos that mislead viewers by appearing to be family content but contain sexual themes or obscene content are prohibited by YouTube and will be removed.

Cyberbullying and harassment 

Bullying or harassing anyone is strictly prohibited. This includes: 
  • Abusive videos, comments, messages
  • Revealing someone’s personal information, including sensitive personally identifiable information such as social security numbers, passport numbers, or bank account numbers
  • Maliciously recording someone without their consent
  • Deliberately posting content in order to humiliate someone
  • Making hurtful and negative comments/videos about another person
  • Unwanted sexualization, which encompasses sexual harassment or sexual bullying in any form
  • Incitement to harass other users or creators
Follow these steps to report videos or comments for review.

Best Practices for Creators

We want creators to continue to have fun and be creative but we ask that you follow our Community Guidelines. You should always be smart about the content you post online and ask for permission before you upload a video featuring someone to YouTube. In addition, if you’re a creator and your content features minors, you must do the following:

  • Keep minors physically safe. Never put them in harmful situations that may lead to injury, including dangerous stunts, dares, and pranks.
  • Don’t cause emotional harm. Avoid situations that may cause emotional distress, such as exposing them to mature themes. 
  • Respect a minor’s privacy. Secure consent from the minor’s parent or legal guardian before featuring them in your video. Make sure their participation in your video is voluntary.
  • Moderate user comments on your videos. There are tools at your disposal to filter and review comments, and you can always flag comments to us for spam or abuse.
  • Manage your video’s privacy and embed settings. You have several options to control who can view your video and how it’s shared on external sites.

Child Labor Laws and Regulations

In addition to securing consent, you must comply with all the laws, rules, and regulations related to working with minors. Please make sure you understand and follow the law. Some areas you should know about are: 

  • Permits: Review local laws and regulations to find out  if minors in your videos need a permit, registration, or license to work. You should also know if you need a permit or authorization to employ minors.
  • Wages/Revenue Sharing: You must follow applicable laws around paying minors for their work. In some cases, you may be required to pay a wage to minors. In others, you may be required to provide a share of the revenue you are making from the videos to the minors directly, or set aside a portion that is protected for the minor.
  • School & Education: Participation of minors in your content must adhere with all applicable laws to protect from interference with adequate schooling and education.
  • Working Environment, Hours & Breaks: The working environment must be safe for the minor. They must have sufficient time for rest, education, and recreation each day. Minors should not work into the night. You should also follow all local laws for times of work and limits on hours worked every day/week.
