About Russia's Value Added Tax (VAT)

Beginning January 2019, Facebook ads in Russia will be subject to a value added tax (VAT) of 20%. This update affects all ad accounts that have their business country set to Russia.

To continue advertising on Facebook, go to your account settings and ensure that your business name, address and tay payer ID (INN) are updated.

Note: Entering an INN isn't mandatory, however, if you're registered for VAT and provide your INN, it's displayed on your ads receipts which may assist your recovery of VAT paid from Russian tax authorities. Facebook isn't able to provide tax advice, so please contact your country's tax authority for additional information about the self-assessment process.

VAT is added whenever you're charged for your ads regardless of whether you're purchasing Facebook ads for business or personal purposes.

As an example, let's say you were recently charged $100 because you reached your $100 billing threshold. The subtotal for the charge will be for $100 in ads costs, and then a 20% VAT will be added on top of that, so you'll pay $120 in total for that charge ($100 + $20 = $120). Because VAT is added on top of charges, you won't reach your billing threshold faster, but you may be charged more than your billing threshold amount.
