In order to run ads on Instagram, you'll need to have a Facebook ad account and a Facebook Page. You can create Instagram ads using the following:

• Ads Manager
• Facebook Pages
• Instagram business profile

Once you've set up your Facebook ad account and Facebook Page, you can also link your Instagram business profile to run ads across Instagram. Ads may only run from published Facebook Pages.
