Our ad delivery system is designed to get you the overall cheapest results for your ad set. If you target ten countries and it only delivers in two, that's because the cheapest results were in those two countries.

If you want to guarantee delivery to a certain country, create a separate ad set that targets only that country. Bear in mind that you may need to adjust your bid and/or budget for different countries.
